Below is a listing of low-income housing & supportive services offered by the government and other agencies in the Pasadena area. This is by no means a complete list of housing options or services. This information is meant to help you find housing when you don't know where to start first. The government housing programs have long wait lists so please apply early and don't give up! See below
I have moved around a lot in Pasadena and have found three web-resources which are great for finding you housing or shared housing. If you think you make too much money to qualify for government assisted living, here are some good housing websites to try also. I have had great luck finding roommates or apartments with these sites:
www.craigslist.com
www.westsiderentals.com
www.roommates.com
What is the difference between Public Housing and Section 8 Housing?
Public Housing and Section 8 are both rental subsidy programs, designed to assist eligible low-income families.
Public Housing: Refers to specific developments that are owned and/or operated by the Housing Authority. In Public Housing, the Housing Authority leases units directly to families. Because Public Housing assistance is tied to the property, families must live on Public Housing property.
The Housing Authority owns and/or operates 2,962 units at several sites, ranging from single-family houses to high-rise apartments across Los Angeles County. Some properties are designated for senior and/or disabled populations.
Many Public Housing sites offer resident councils, social services, and community activities. Public Housing also has programs such as employment and job training, childcare, after school programs, elderly assistance and case management.
The Section 8 Program: offers tenant-based assistance. Participants find their own housing to rent in the open market, and pay a portion of their income towards rent. The Housing Authority subsidizes the balance of the monthly rent in direct payments to the owner. The Housing Authority administers Section 8 in the jurisdiction of Los Angeles County only, though eligible participants may transfer their rental assistance to other parts of the country.
In Pasadena the Pasadena Community Development Commission administers the Section 8 Rental Assistance Program, a federally- funded program which assists very low income households obtain affordable, decent, safe, and sanitary housing.

Affordable Rental Housing Projects: There are 1,945 units of affordable rental housing in Pasadena which were developed with the assistance of some form of government financial subsidy and/or entitlement. Most of these units are restricted to very low income households at affordable rents. The list contains the project address, project type (e.g., senior housing), total number of units, income eligibility limit, and phone number of the project manager.

Supportive Housing Programs: Many times, the needs of low and very low income persons and family extend well beyond housing. Households may require a complex matrix of supportive services that enable them to stabilize their situations and live comfortably in a supportive environment. The premise of the Supportive Housing Program is to provide affordable, decent, safe, and sanitary housing that focuses on the persons who reside under the roof by addressing their supportive services needs through the following programs.
